It's exactly what empathy said. You can get it in the main game, but if you buy the dlc you can get it earlier
I for one got it when the cobalt hammer dlc was broken and gave you the micro-transaction gun instead of the cobalt hammer, and then they changed it and I got cobalt hammer.

I expected to get it right from the startIt's the final item in the primary shop unless you get it via pay 2 pay more and potentially win.
It's actually VEEEEEERY powerful, but every shot of it effectively hurts your run until you're at a point where shops stop. Also it can potentially unlock locked rooms, which gives it an occasional way to save you money.

To unlock the gun you can either buy all the other unlocks in the in-game shop (which requires a ton of in-game currency dropped from bosses) then pay a large amount of in-game currency to unlock it, or just pay for the DLC.
It's basically a joke weapon though so really not worth it, unless you were planning to get the deluxe edition anyway (deluxe only has the soundtrack, a crappy comic and the microtransction gun, so not really worth it IMO)..

I was thinking of getting this game and wondered if the ce was worth the purcahse, so your comment helped me immensely. I was wondering though, is it smart to not unlock some items as to give you a higher chance of seeing the ones you do unlock in your drop pool?

It's added to the item pool when the DLC is installed.
I just got it on the first floor out of a red chest, and without an excess amount of money it's not particularly good.
Does anyone know how to REMOVE the MTX Gun from the item pool? I'm pretty sure disabling the DLC for it won't work.

Shoots random projectiles, including gems, Marines (higher damage and richochet), Pilots (unlock things, but good luck getting this one when you want it), Convicts (start fires), Hunters (homing), Bullets (charming but weaker damage), and comics and money bundles (literally worse than using the starting weapon). Every shot fired costs one of your shells.

Everyone involved in the production of this gun thought it was a bad idea, but the higher-ups made them build it anyway.
Later, management shut down that gun factory for making a gun no one liked.
