Go to your game directory and go to the following folder:
The Witcher 3 > bin > config > base
Make a copy of the general.ini file, in case of mistakes. Now open it with Notepad and add the following line exactly as written:
Save and exit. Start up your game and load your save. To bring up the console, hit the

All of those "console enabler" mods out there are completely untrustworthy in my opinion considering how easy it is to enable console without them.

Unlikely. There really were never any issues with those debug console enablers that were released early on. It was just more convenient to alter the general.ini file which was discovered several months after the game came out.
That you couldn't shut it down without restarting your PC doesn't mean it was up to no good. Some processes simply do not shut down when the program that was using it was closed. It happens, even with Microsoft's own software or its OS.
Consider this. Even when updating video drivers and the like, you are generally asked to reboot your PC so that the new driver can take effect because it is impossible to shut it down while the PC is still using it. If you are concerned, run some scans but it should be fine.

addskillpoints (2) - добавить очков навыков, значение в скобках меняется
winGwint (true) - победить в Гвинт
killall (50) - убить врагов в указанном радиусе
makeitrain - включить дождь
stoprain - выключить дождь
xy (posX,posY) - телепортироваться по нужным координатам. posX и posY меняем на координаты по вертикали и горизонтали. Включаем режим бога, так как в некоторых точках карты Геральт может упасть с большой высоты
shave () - побриться
healme () - восстановить здоровье
secretgwint () - запускает партию в Гвинт
additem ('название предмета', 1) - добавить вещь

Debug Console for 1.32 Patch
Since the new patch updated the witcher 3 .exe file, older debug consoles won't work with the new patch. If you get an error message like this, it is because your debug console is outdated:
