Video-recording devices and video software applications encode files in a specific file format, such as AVI, QuickTime (MOV), and Windows Media (WMV). For a list of the file formats that Adobe Premiere Elements supports, search "Supported file formats in Adobe Premiere Elements " in the Adobe Knowledgebase.
Some video file formats, including AVI and MOV, are container file formats. The data inside these container files is encoded according to a particular codec. Codecs are algorithms for compressing video and audio data. Many different codecs exist.
For example, an AVI file can be encoded with the DV codec, a commercial codec (such as DivX), a Motion JPEG codec, among others. (Camcorders that record to miniDV tapes use the DV codec. Some still-image cameras use the Motion JPEG coded.)
Adobe Premiere Elements sometimes cannot decode video files that were created with a poorly designed codec or a codec that is not installed on your computer.
Knowing the format and, when applicable, the codec of the files you are working with helps you use these solutions. To gather this information, do one or more of the following tasks:

“Hi, I received a few .mov files from one of my clients. The problem with those MOV files is every time when I import them to Adobe Premiere I get the error message “Codec missing or unavailable”. I also tried to import those MOV videos into Media Encoder and change their file types, but I couldn’t import either. I searched online for the MOV file Codec missing or unavailable solution, but I haven’t been able to find any.”

You can import MOV files to Adobe Premiere, but you cannot load all MOV file formats using this video editing tool. Since Adobe Premiere imports MOV files based on the codecs or decoders installed in it.
Since MOV file container comprises of data encoded with various compression and encoding algorithms, Adobe Premiere requires respective codecs to import and decompress your MOV files.
When Adobe Premiere doesn’t have the needed codecs to decompress MOV file which you are trying to import then it gives the “Codec Missing or Unavailable” error.
How to Fix Codec Missing or Unavailable Error?
Method 1: Install Codecs
Many times, the codecs which you install on your Windows operating system or Mac OS works as a component for the video player or video files which you are trying to play. So, by installing more number of codecs in your system, you can prolong the Adobe Premiere capability to import more MOV file types.
How to Install Codecs for Adobe Premiere?
Method 1: Install Codecs
Part 1: Download the Codecs
Step 1: Right-click on your MOV file, which codec info you want.
Step 2: Click on Properties, go to Summary and see file description.
Step 3: You can see the MOV file’s video compression and audio format details.
These are the required codecs for your MOV files. Download those codecs required to import your MOV files from official Adobe Premiere website.
Part 2: Install Codecs for Adobe Premiere
Step 1: Open the downloaded codec file. If it is a ZIP file, extract it. And, right-click on the .inf file.
Step 2: Next, click on the Install button. Opt Continue when a notification appears asking for the permission to install the codec.
That’s all! your codec is installed and it appears in Adobe Premiere.
Note: Adobe doesn’t recommend to install additional codecs the (exclusion of the Vista codec pack) to Premiere Pro because it may cause issues with the Adobe program. Instead, Adobe support suggests users install G-Spot– a free tool to detect all installed codecs on a computer.
Method 2: Convert MOV File
Convert your MOV files to Adobe Premiere compatible file format using free media player VLC.
Suggested: Try this on a copy of your MOV file.
Step 1: Open VLC, go to Media and select Convert/Save option.
Step 2: Click Add…, select your MOV file and hit the Convert/Save button.
Step 3: Click on the tools symbol (Edit Selected Profile) located next to the Profile list.
Step 4: Select Video codec, uncheck Keep original video track, in Encoding parameters, choose the MPEG-1 codec and hit Create.
Step 5: Select Audio codec, uncheck Keep original audio track, in Encoding parameters, choose MPEG AUDIO codec and hit Create.
Step 6: Click on the Browse button, mention destination location and name for the converted video and choose Save.
Step 7: Finally, click on the Start button to begin the video conversion process.
Now, import the converted video into Adobe Premiere.
Sometimes, you cannot import MOV video clips into Premiere or the video fails to play on any of the media players if the file is broken or damaged.

OK Kevin-Monahan I went ahead and installed the latest version of Premiere (CC 2017) and am still getting the 'codec missing or unavailable' message when trying to import these video files.

This only appears to work for Unix - it's a .bz2 file.

Was the file recorded on the iPhone and, if so, which app was used?
Do you have Adobe Clip insalled on the iPhone and, if so, will it import the file?
On your computer with Premiere Pro, will the file open in Apple QuickTime Player or Telestream Switch (Switch can supports many common QuickTime CODECs without the QuickTime system driver being installed. Switch used to ne free, but the most recent version 4 is $10.

-When I try to open with QuickTime, it says 'Additional software is required for QT to playback this media. It may be available from the QuickTime Components page.'
I clicked the Continue button, then it takes me to a page that says: 'The page you're looking for can't be found.'
-Tried opening in DivX, it says: 'Error 4: Can't download DivX codec. Please check your internet connection and try again'
(I am connected to the internet).
-VLC Media Player plays it, and says the codec is:
Video - MPEG-H Part2/HEVC (H.265) (hevc)
Decoded format: Planar 4:2:0 YUV
Audio - MPEG AAC Audio (mp4a)
I am trying to Convert with VLC but every mp4 file it puts out is unusable and extremely small in size (199 bites).

Apple deprecated QuickTime as a system driver for time based media back in 2013 in favor of AV Foundation Frameworks. Most players (including VLC Player, Handbrake and most any other player application out there) require QuickTime in order to play the wide range of formats and CODECs that were supported by QuickTime.
There's a very short list of CODECs that AV Foundation Frameworks fully supports: Apple ProRes, H264 and as of macOS High Sierra H265. A short list is supported for playback only (Photo-JPEG, MPEG2, DV-NTSC, DVCPro, and a handful of others).
The tricky part about the rollout of AV Foundation Frameworks is that the file format is still a QuickTime movie file (.mov).
Adobe announced application level support for some of the QuickTime CODECs (like Animation) back in May.
So, what am I saying here? It's entreily possible that you may need to roll your OS back to a prior version so that you can be working with the full support of QuickTime at the OS level in order to play and/or convert your movie file.
I highly recommend anyone using QuickTime who may have not yet worked out how to continue their workflow without QuickTime working at the OS level watch the following video:
Scroll to page 29 to see the CODECs no longer supported. You can also include any 3rd party QuickTime based CODECs as unsupported as well.
If you're running the macOS, it's very easy to tell if your files won't play without the QuickTime system drivers installed: If QuickTime Player X shows "Converting. " when you open a movie file, that's QTMovieModernizer (a component of QuickTime) converting your files for you. Be sure to save the converted file if you want to be able to open and play your video when QuickTime is gone. (And, as of last week with the release of High Sierra, it's gone).

Файлы *.mov отлично работают в AP CS4, в котором сделана официальная поддержка этого формата. Проблема не в программе. Скорее всего K-Lite Codec Pack переписал программный кодек в AP CS4, установленный с программой, и теперь монтажка не видит кодек.

у меня стоит Apple QuickTime Pro 7 v7.6.9
У премьер полностью обновлен до 4.2.1
В чём может быть проблема? Panasonic AG-HMC-41 Не всем же в самоварах ходить, чайники тоже встречаются :)

Вы были правы я нашел Apple QuickTime Pro 7 v7.7 совершенно новый --- стерев предварительно старый установил версию 7.7
Премьер 4 стал воспринимать файлы MOV на ура.
