What Platform you are using (PC or Mobile)?
try this way, open ppsspp and click on game settings, goto system and enable cheats, open tekken 6, press Esc key and goto cheats, then close ppsspp. Now try to go in Memstick > PSP > see if there is any cheat folder
Second way is that, go to memstick > PSP > (create a new folder named "Cheats" and create a file named "ULUS10466.ini", edit the file and paste all the cheats given in the post.
